Violating norms, halqa incharge disburses funds

Against the norms, SAD’s Muktsar constituency (halqa) incharge Kanwarjit Singh ‘Rozi Barkandi’ yesterday handed over a cheque of Rs 1.56 crore to local municipal council president Harpal Bedi. Halqa incharge is not a constitutional post.
Barkandi, who is also the Youth Akali Dal’s Malwa zone-1 incharge, said the state government through the Punjab Infrastructure Development Board (PIDB) had sanctioned Rs 6.3 crore for the development of the town under its Urban Mission. Kulwant Singh, ADC (D), Muktsar, was also present on the occasion.
This is not the first time that a halqa incharge, who is not an elected representative, has interfered in the functioning of the district administration. Even arms licence applications are “verified” by them before being handed to the district administration, said sources.
Chief Minister Parkash Sigh Badal during the last Budget session reiterated that the post of halqa incharge didn’t exist in the SAD constitution.
